Founder/CEO of MTC Group LLC

Rick is a highly accomplished and results driven executive leader with extensive experience working within highly complex organizations in the healthcare sector. With over 20 years of military service (Retired Air Force Major), coupled with 20 years of private not for profit experience, Rick has  a deep and broad track record of leading strategic development and revenue growth through the use of technology and superior cyber security programs. Rick helped to co-create the eCQM standards that became part of the national health reform policy under the ARRA/HITECH and also led the NCQA HEDIS transformation to Digital Quality Measures format. During his time at NCQA, Rick developed the Data Aggregator Validation program, the latest program to democratize digital data for use in quality measurement reporting. While at NACHRI, Rick led the development of the Pediatric Quality Measurement System. In addition to his consulting practice, Rick also serves as Adjunct Faculty for Virginia Commonwealth University and Hofstra University where he develops and instructs courses in healthcare management, informatics, privacy and security, and project management.

Rick holds a PhD in Health-Related Sciences from Virginia Commonwealth University (2015), a graduate degree in Health Informatics from the University of Alabama at Birmingham (2003), as well as a graduate degree in Management from Troy State University (1994). He is a certified health care executive and Fellow in the American College of Healthcare Executives (FACHE), a Fellow of the Health Information Management and Systems Society (FHIMSS), a certified Professional in Health Information and Management Systems (CPHIMS), a Certified Information Security Manager (CISM), a Certified HITRUST Common Security Framework Practitioner (CCSFP), and a certified Project Management Professional (PMP).

Founder and Principal at ZAHealth LLC. For over fifteen years Adam Zavadil has been helping clients at the intersection of health care delivery, regulation, and financing. Adam has developed deep expertise and substantial technical knowledge in Medicare Advantage and other public healthcare programs.  Since its inception in 2019, ZAHealth has partnered to serve over a dozen organizations involved in health care finance, delivery, and technology—from Fortune 50 companies to innovative start-ups.

A core component of Adam's work is helping innovative organizations navigate the complexities of the ever-changing health care regulatory environment.  Whether it is tech start-ups positioning their product as an attractive Medicare Advantage benefit, a health plan ensuring their new product complies with federal regulations, or a provider organization looking to design a reimbursement structure that enables their care delivery model, Adam's dual competencies in policy and business create inherent value for his clients.

Adam received a Bachelor of Science from the University of Notre Dame in biochemistry and a MPH in Health Management and Policy from the University of Michigan School of Public Health. Adam also received his Juris Doctorate with honors from The George Washington University Law School.

Dr. Barr is a board-certified internist and President/Founder of MEDIS, LLC – an independent healthcare consulting company formed in October 2021 to support organizations focused on healthcare quality. MEDIS is a verified Veteran-Owned Small Business. Dr. Barr was previously Executive Vice President of the Quality Measurement & Research Group (QMRG) at the National Committee for Quality Assurance (NCQA). His portfolio included performance measurement development, research and analysis, management of contracts and grants, and NCQA’s consulting activities. Dr. Barr also led the digital measures strategy for HEDIS® and contributed to NCQA’s other strategic initiatives, public policy, and educational programs. Prior to joining NCQA in May 2014, Dr. Barr was Senior Vice President, Division of Medical Practice for the American College of Physicians (2005 – 2014). As co-author of the ACP Advanced Medical Home policy paper, he led ACP’s efforts to promote the Patient-Centered Medical Home. He also guided the development of programs and quality improvement initiatives including the ACP Practice Advisor, American EHR Partners, ACP’s Genesis Registry, and practice resources.

From 1999–2005, Dr. Barr was chief medical officer for Baltimore Medical System, Inc. He practiced internal medicine in the Division of General Internal Medicine at Vanderbilt University from 1993–1998 and held various administrative positions, including physician director, Medical Management Programs for the Vanderbilt Medical Group. From 1989–1993, Dr. Barr served in the United States Air Force. He is a Master of the American College of Physicians and a Fellow of the Royal College of Physicians.

Dr. Barr holds a Master of Business Administration, Vanderbilt University, 1996. Completed his Internal Medicine Residency, Rush-Presbyterian-St. Luke’s Medical Center, 1989. Completed the School of Medicine Medical Doctor, New York University, 1986. And a Bachelor of Science, Forest Biology, State University of New York, 1981.

Rich is a certified healthcare information technology executive with 30 years of diversified executive leadership experience. Demonstrated acumen as a senior IT executive for military, non-profit and for-profit hospital systems, professional hospital association, HIM consulting company, medical imaging organization, and an informatics and engineering consultancy.  Highly successful in setting and communicating a vision and strategy for the use of data and technology in support of healthcare operations.  Innovative and creative in leveraging technology to optimize business processes. Expert in regulatory requirements, data warehousing, technology standards, analytics, project management and application development. Possess excellent analytical and innovative problem-solving skills. Extensive health information system development and implementation experience.

For more than 30 years, Eric Sullivan has been leading clinical innovation and data-driven solutions in a variety of roles in the healthcare sector—with a deep focus on developing data-driven, patient-specific models to transform healthcare by improving quality, outcomes, and efficiency. Eric has unmatched expertise in healthcare data - both healthcare claims and EHR clinical data as well as broad experience in linking those data with other data sets including social determinants of health (SDoH). He has held leadership positions in some of the nation’s largest technology companies including Inovalon where his role focused on data/ technology solutions and the use of AI and interoperability to advance patient-specific engagement.  Prior to that, he held leadership positions at health plans including BCBS and UnitedHealthcare where he led analytic teams focused on innovating the clinical care setting to deliver patient-centered, patient specific health care. 

 

Mr. Sullivan received his M.S. in Health Care Administration as well as an M.B.A from the University of Maryland. Mr. Sullivan also holds a B.S. in Neurobiology from the University of Maryland College Park.
